Dr. Luisa Franchina
Dr. Luisa Franchina received her Master Degree and Ph.D. in Electronic Engineering received at the University of Rome “La Sapienza”.
In 2006 she received the Master in Policies and Strategies for a European Defense and Security at Higher Study Centre of the Italian Ministry of Defense.
At present she works for the Presidency of the Council of the Ministers – Civil Protection Department – as the Director General of the reaction team for CBRN (chemical, biological, radiological and nuclear) terrorist attacks.
Other notable roles:
- Italian delegate for the negotiation of the proposal of a Directive for European Critical Infrastructure protection at the EU Council, nominated by the Presidency of the Council of the ministers.
- Formerly General Director of the High Institute for Communications and Technologies at the Ministry for Communications
- President of the observatory for the network and information security (inter-ministerial national organism for the safety of the public nets of interconnection and the nets of critical infrastructures).
- Member of the board of directors of the European Agency for Network and Information Security.
- Coordinator of inter-ministerial committees of regulation for the TLC sector (quality of the service, anti-spam, standardization of the network security, etc.).
